a worst case scenario

I get concerned about the theft of sunlight. There are too many airplanes going by here blocking out the sun every day. Nothing irks me more than plane shadows going across my lawn. Big jets heading to Newark or JFK cruising along, small jets and private palnes heading to Teterboro, or Lincoln Park, or somewhere. Isn't there a law against blocking the sun. I pay taxes! Shouldn't we have inalienable rights to a vertical cloumn of space from land surface to maybe the stratosphere? Wait, better make it the mesosphere, I don't want possession of any part of the Ozone layer. Next thing you know I'll be liable for screwing it up by using one too many damn kans of Krylon.

Wait!...Thats it! What if the government could bequeath portions of the planet to individuals? Then they will have less responsibility in times of crisis. Like that flood in Nebraska, well... "sorry to inform you that you own that river and are now personally liable for 10 million in flood aid and 100 million for the army corp of engineers to fuck it up some more." Oh, yeah, by the way, your space shuttle just crashed, please send a check for 100 zillion dollars to NASA for a new one.
